PHILADELPHIA 鈥 When Kathleen Cameron, 73, stepped into the voting booth at Settlement Music School on Clarendon Avenue in Philadelphia鈥檚 Far Northeast last month, she had already decided she was going to vote for former Judge Patrick Dugan in the Democratic primary for district attorney.

Her neighborhood had been lined with campaign signs for Dugan in the lead-up to the May 20 election, and Cameron said that was enough to sway her vote.
